Gaddafi as head of the AU!?

I'm not sure who thought this was a good idea. The first part of an article on TIME.com gives a brief summary:

Famously dubbed the "mad dog of the Middle-East" by former President Ronald Reagan, Muammar Gaddafi's reputation has run the gamut from eccentric revolutionary to international pariah over his 40-year career as Libyan head of state. Known for his unwavering nationalism and role in various acts of terror, Gaddafi's most radical act was his recent decision to reform his bad boy image, mend his diplomatic relationships with the Western world and reintroduce Libya back into the global mainstream.

This about-face culminated in his Feb. 2 election as chairman of the 53-nation African Union. His new position will allow him to spearhead the organization's efforts to address the region's concerns and will facilitate the pursuit of his far-fetched goal for a continent-wide unity government called "The United States of Africa."
